Construction management philosophy
Release by area. Prove the first installation. Hand over complete systems.
Dinga's proposed operating model for planning, supervising, measuring and handing over awarded solar PV construction packages — with traceable evidence at every step.
Management objective
Completion means the next trade can use the work
Each awarded package is delivered safely, to the approved technical requirements, within an agreed programme and commercial baseline, with records sufficient for acceptance and payment. Work is complete only when the next trade can use it without unresolved technical or safety restrictions, and the receiving authority holds the required evidence.
Core operating method
Six principles
01
Define the boundary
Convert the contract and drawings into measurable work packages, systems and physical limits. Record who designs, supplies, installs, inspects, tests and accepts each item.
02
Make work ready
Release an area only after access, permits, design, materials, plant, labour, predecessor quality and emergency arrangements are confirmed.
03
Prove the installation
Use representative pile trials, first concrete pours, first tracker rows and first electrical circuits to validate the method and train crews.
04
Balance the work fronts
Maintain a controlled flow from roads and drainage through piling, trackers, modules and electrical installation. Limit unfinished work that exposes materials or creates congestion.
05
Measure accepted output
Record installed, inspected, accepted and handed-over quantities separately. Link every payment quantity to a location, inspection and contract item.
06
Complete by system
Assemble handover packs throughout construction. Transfer custody only through signed certificates and controlled electrical boundaries.
Release gates
Nothing advances without evidence
| Gate | Required evidence before release | Release authority |
|---|---|---|
| G0 Site entry | Scope, access, activity permissions, appointments, HSE and environmental readiness | Principal contractor and Dinga manager |
| G1 Civil work front | IFC layout, survey, services clearance, restricted areas and safe plant access | Civil superintendent and environmental lead |
| G2 Production foundation method | Representative trials, approved design and refusal or repair rules | Appointed designer with EPC acceptance |
| G3 Foundation batch | Pile or concrete records, survey, tests and defect disposition | Quality and receiving mechanical lead |
| G4 Tracker row | Approved first installation, geometry, torque and stow readiness | Mechanical lead and OEM as required |
| G5 Electrical system construction | Identified circuits, inspected components, cable and earthing records | Electrical lead and quality |
| G6 Ready for energisation | Approved test packs, safe custody boundaries, protection and emergency readiness | Authorised commissioning and network parties |
| G7 Taking over | Contract tests, agreed punch disposition, training and accepted dossier | Contractual acceptance authority |
Operating stance
How decisions are made on site
Safety and quality over reported progress
If a gate fails, isolate only the affected scope, redirect crews to safe released work and issue a recovery action. Inspection is never bypassed to protect a production target.
Integrated performance review
Milestone forecast, final cost, accepted production, defects, safety-critical controls, environmental compliance and stakeholder issues are reviewed together. High installation percentage does not offset untested systems or missing records.
Rolling area delivery
Each facility is divided into production blocks aligned to inverter stations, feeder groups, access and environmental constraints, with a small approved buffer of ready work ahead of each crew.
Controlled simultaneous operations
Heavy plant is separated from module handling, open trenches from delivery routes, and construction zones from commissioned assets. Energised blocks are treated as live with barriers and permits.
Quality assurance
Inspection points and nonconformance
H
Hold point
Work cannot proceed until the designated authority releases it in writing.
W
Witness point
Named party notified within the agreed period; approved attendance or waiver rule applies.
R
Review point
Specified records submitted and accepted.
S
Surveillance
Ongoing monitoring that does not replace contractor inspection.
Nonconforming work is identified, contained and recorded with location, quantity and evidence. The responsible technical authority approves repair, rework, replacement or an explicit concession, followed by reinspection and closure. A commercial agreement cannot authorise an unsafe technical concession. A missed witness is not a waived hold point.
